Incumbents Retain Seats Voters returned Mayor Steve DeBenedittis to a second term in office Tuesday night, and town resident Richard Downer, the only challenger to be elected, won th e seat vacated by Harlon Reece, who lost his bid for mayor. Downer will serve on the council with the five incumbent councilmen.

A 59-year-old Reston man and assistant principal at a Loudoun County high school has been charged with failing to report suspected child abuse or neglect.
